He's refering to personal visits for political reasons.  We know Morgase traveled to other countries for political reasons at other times.  It was mentioned before that she had not legally been allowed to enter Amadicia on a previous visit because she had been tower trained.  That visit with the King Ailron (or whatever his name is from Amadicia) had to take place in Altara.

I doubt Morgase ever met with Berelain though.  Neither country really stood to gain much from the other, so it was probably not a priority for them to meet.

Even if Berelain had met Morgase, unless they had met in the past 5 years or so, and were somewhat decent acquaintances I wouldn't expect her realize that dirty serving woman is really the dead queen of Andor... people see what they expect to see.

If she did recognize her that would be impressive, either way, if it makes you want to scream because you think its an oversight, then I really disagree, if it makes you want to scream because you really really WANT someone to recognize her then I totally I agree... I am waiting for it to happen, but its going to take someone who knows her well to do it, or for her to feel safe enough to come out an announce herself.

Most rulers know each other?  There seems not much evidence to support that.
Two things seem to be the only ways for Randland rulers to know each other:
-eyes and ears
-war/battle

That's like trying to classifying a river merchant as a fisherman, just because he might throw a line overboard on the way.

It's one thing to hear through an eyes and ears network the goings on in another nation, and perhaps to hear a second hand, verbal description of the other ruler.  It's another thing to know their reputation on a battlefield.  It's an entirely different thing to meet the person face to face and interact with them.  You learn a lot more from that than just from heresay and reputation.

I'm not quite sure how you work it out in your mind, but I see a vast difference between a face to face meeting between rulers, and recieving news via an eyes and ears network.   I can garuntee that the rulers would both be getting reports from eyes and ears despite the face to face meeting, but it's a different thing entirely.

I don't know that discussing eyes and ears is really relevant in this situation though, as this discussion centers around the ability of one noble to recognize another on sight.  To this end, it really doesn't matter what rumors they pick up while traveling to meet with each other.

I too have always found it funny that nobody in that camp recognized Morgase.  After how long?  6 or more months on the road?  I'm sure somebody would have an inclination.

I'm also fairly sure that Berelain recognized, or puzzled out who Maighdin really is.  Don't forget that Berelain is the master of subtly, and for her excessive use of her wyles, she is very, very clever.

I'm not certain why Morgase continues to hide in her disguise even after she can be certain she is safe with her current group, but I think Berelain will reveal the secret at a key moment.

We cannot be certain of that since Berelain has not had any POV in the books.
And Morgase's POVs do not tell that she remembered Berelain.

Perrin's group would probably find out one of these ways (in order of likelihood):
-they meet with Galad's camp
-a slip of the tongue from Lini, Tallanvor, Basil Gill, Lamgwin, Breane, or Balwer
-someone from Perrin's group spying on them or on Morgase
-one of them deliberately telling

Wasn't Berlain a "guest" in Tear for a pretty long time?  I would bet that Morgase didn't visit tear, given their feelings about the power, Andor's association with the Tower, and Morgase's Aes Sedai advisor.  I would also bet that when Berlain wasn't a "guest", she had her hands full keeping her small little country from being overrun by Tear and that she didn't visit Andor.  With that said, they likely don't know each other.
